The European Union Aviation Safety Agency (EASA) required a digital system for the standardised management of internal aviation occurrences — integrated with the European ECCAIRS standard and backed by a clear implementation concept. Portamus designed the complete processes for the Internal Occurrences Reporting System (IORS), specified the ECCAIRS integration architecture, evaluated the SAP integration options, and trained internal and external consultants for system operation. Since February 2012, IORS has been live at easa.europa.eu/iors — enabling standardised exchange of occurrence data across all European aviation authorities.

European Aviation Authority Designs ECCAIRS-Integrated Occurrence Reporting System
Process design for IORS, ECCAIRS integration architecture, SAP integration evaluation, and staff training — system live at easa.europa.eu/iors.
The Engagement at a Glance
Where the Organization Stood
The European Union Aviation Safety Agency (EASA) required a digital system to manage internal aviation occurrences — with integration with the European ECCAIRS standard and defined processes for occurrence reporting.
Optimisable Digital Occurrence Reporting System
Internal aviation occurrences were recorded and managed without a unified digital system — no structured process for Internal Occurrences Reporting existed.
Necessary ECCAIRS Integration
An integration with ECCAIRS — the European Coordination Centre for Accident and Incident Reporting System and the continental standard for aviation occurrence reporting — was required.
SAP Integration Potential Not Assessed
The integration possibilities with the existing SAP system had not been evaluated — integration potential was neither exploited nor documented.
What We Did
Process Design for IORS
Portamus designed the processes for the Internal Occurrences Reporting System — from capture through escalation to evaluation and reporting of aviation occurrences.
ECCAIRS Integration Architecture
The technical integration of IORS with ECCAIRS was designed and specified — enabling standardised EU-wide exchange of occurrence data.
Implementation Concept and Training
Portamus produced the complete implementation concept, evaluated SAP integration options, and trained internal and external consultants for system operation.
What Changed
to date
IORS has been successfully live since February 2012 — accessible at easa.europa.eu/iors.
Integrated
Integration with the European ECCAIRS standard enables standardised aviation occurrence data exchange across the EU.
Incident Reporting
IORS serves as the central system for EASA's internal occurrence reporting with EU-wide scope.
Internal and External Consultants
Internal and external consultants were fully trained for IORS operation — knowledge transfer was an integral part of the project.
What Made This Engagement Work
Aviation Safety Requires Process Architecture
A reliable occurrence reporting system is not purely a software task — the process architecture must be carefully designed so that all parties use the system consistently.
Standard Integration First
Integration with ECCAIRS as the European standard was the most important requirement — proprietary solutions without standard integration create long-term data silos.
Training Is Part of the Solution
A well-designed system fails if training is absent — knowledge transfer must be an integral part of every implementation project.
